Inexpensive well water currently being withdrawn from the ground has been linked with a serious land subsidence problem. This has called for converting to surface water supplies and discontinuing the use of ground water. The expense of capturing, storing, distributing, and treating surface water is high, and therefore, emphasizes minimizing the demand.
